Now this sounds very much like the UN Agenda 2030 and the Great Reset of the WEF, rather than true grassroots community groups like the Community Assemblies of the British Isles that are formed by joining www.ke-ca.co.uk and others including https://hardwickalliance.org/who-we-are/ standing under common law and knowing our rights.
